The initiative, known as the Western Indian Ocean Marine Highway and Coastal Contamination Prevention project, is working to prevent ship-based environmental contamination, such as oil spills from groundings and illegal discharges of ballast and bilge waters, and strengthen the capacity of countries to respond to oil or chemical spill emergencies in a region where some 500 million tons of crude oil transit annually. The US Geological Survey said the 8.7-magnitude quake was centered 20 miles (33 kilometers) beneath the ocean floor around 269 miles (434 kilometers) from Aceh's provincial capital. The Pacific Tsunami Warning Center in Hawaii said a tsunami watch was in effect for Indonesia, India, Sri Lanka, Australia, Myanmar, Thailand, the Maldives and other Indian Ocean islands, Malaysia, Pakistan, Somalia, Oman, Iran, Bangladesh, Kenya, South Africa and Singapore. A tsunami watch means there is the potential for a tsunami, not that one is imminent. Said, an official at Indonesia's Meteorology and Geophysics Agency who goes by only one name, said a tsunami warning has been issued for cities all along the coast of Sumatra island. The tremor was felt in Singapore, Thailand, Bangladesh, Malaysia and India. High-rise apartments and offices on Malaysia's west coast shook for at least a minute. People in Banda Aceh screamed "God is great!" as they jumped into cars and the backs of motorcycles, clogging streets as they fled to high ground. Indonesia straddles a series of fault lines that makes the vast island nation prone to volcanic and seismic activity.

Indonesia's Geophysical Agency has registered a 6.5 aftershock following an earlier 8.6 magnitude quake in Aceh region off the coast of northern Sumatra. A tsunami warning has been issued across the Indian Ocean, the US Geological Survey reports.The epicenter of the fresh tremor lies further offshore than Wednesday's quake itself at the depth of 16.4 kilometers. It occurred 615 kilometers from the city of Banda Aceh in Northern Sumatra, and 1061 kilometers from the Malaysian capital Kuala Lumpur.Sea levels in Simeulue Island near the epicenter of the Aceh quake were registered as receding by about 10 meters, a witness reported.The initial 8.6 magnitude earthquake happened 500 kilometers off the coast of northern Sumatra.The closest city to the earthquake's epicenter, which lies 33 km beneath the ocean floor, is Banda Aceh with a population of over 220000.

A tsunami watch was issued for the whole Indian Ocean. The quake struck 308 miles (500 km) southwest of the city of Banda Aceh, on the northern tip of Indonesia's Sumatra island, at a depth of 20.5 miles (33 km), the US Geological survey said.

From the late 1980s and early 1990s, boats carrying asylum seekers and mainly departing from Indonesia landed on the island. In 2001, Christmas Island was the site of the Tampa controversy, in which the Australian government stopped a Norwegian ship, MV Tampa, from disembarking 438 rescued asylum seekers at Christmas Island. The ensuing standoff and the associated political reactions in Australia were a major issue in the 2001 Australian federal election. Another boatload of asylum seekers was taken from Christmas Island to Papua New Guinea for processing, after it was claimed that many of the adult asylum seekers threw their children into the water, apparently in protest at being turned away. This was later proven to be false. Many of the refugees were subsequently accepted by New Zealand. The former Howard Government later secured the passage of legislation through the Australian Parliament which excised Christmas Island from Australia's migration zone, meaning that asylum seekers arriving on Christmas Island could not automatically apply to the Australian government for refugee status. This allowed the Royal Australian Navy to relocate them to other countries (Papua New Guinea's Manus Island, and Nauru) as part of the so-called Pacific Solution. In 2006 an Immigration Detention Centre, containing approximately 800 beds, was constructed on the island for the Department of Immigration. In fact, the elements that composed the nineteenth century Omani leadership were, and had always been, generally 'divided' amongst three different ethnic groups: the Baluch, the Asian merchant communities and the African regional leaders (Mwiny Mkuu). Within this framework, the role played by European Powers, particularly by the Treaties signed between the Sultans of Oman and the East India Company for abolishing slavery, and by the arms trade was crucial for the development of the Gulf and the Western Indian Ocean international networks They highly contributed to the gradual 'shifting' of the Omanis from the slave trade to clove and spice cultivation - the major economic source of Zanzibar Island - along the coastal area of Sub-Saharan East Africa.
